New York Declaration - a clarification

Following yesterday's press conference, OHR would like to issue a clarification concerning the New York Declaration. While it is true that the Presidency did not sign the document, it is disingenuous to suggest that this fact in any way invalidates it.

The Declaration was officially submitted by the Presidency to the United Nations Security Council, in formal session. It was not, therefore, an agreement that required signature; rather, it was a collective commitment made by the Presidency of their own volition to the Security Council.

Declaration was circulated as UN document from the Government of BiH.
